I have opened a claim on shasta county mental health
on behalf of my family. They had the nerve to act like they have done no wrong, even though it was medical negligence. so i have made up my mind! I'm opening a class action lawsuit on them. I need anyone from Shasta county who has had problems with them the way my husband & family have to contact me. on way or another this is MAY 2009! we need to have this done by JULY 2009! I will keep you on a list, and will contact you when i find out how to do this. i have been looking into class action lawyers. Let me clear this up...
I am on the fence about Mental drugs, I'm starting to wonder if they do more harm then good. I do believe that some people that are severely mentally ill might need to have medication for a short term. to get over the psychotic hump. But to be drugged up forever? I do not think that is good nor is it a permanent fix. These people many times are secretly dealing with a dark secret, Something they have never fully dealt with. Such as a good Friend of mine. He was molested by his blood uncle over and over again from the time he was 7 years old till he was 13 years old. He never received counseling or a support group for it. He has had to deal with this awful memories alone all of his life. No one to turn to to listen or to care to help him get some help. can you Imogen living like that?
I was rapped when I was 12 by 7 men. I managed to try to keep the secret as long as I could. until my older sister pointed out the bruises between my thighs to my parents. I was scoffed at and called a whore. I never had sex before that. And was not having a wanted sexual relationship with anyone. The whole sex thing made me physically ill to even think of how could a woman want to have sex with anyone. My mother was so embarrassed of me she honestly thought I was having sex with a guy because I wanted it. and she sent me away to live with my older sister. One night after 3 months my mother came to visit me. My sister and mom sat down at the dinning room table and just dropped a bomb on me with questions. I was not allowed to get up and leave the table until I told them what I was doing back then. I start crying uncontrollably and the bean just spilt all over without my control. I felt allot better after I finally got it off my chest. My sister called police. They came and took a report. We went to trial I was offered Victim Witness services for counseling. My mom made me go. I went every week 2 times a week for a year. then every other week one time a week for 7 years of my life. I'm so glad I got help. I was lucky I had people who cared. I never went mentally ill. I had slight depression off and on all my life. But i have been threw allot of things that has resulted in that.
sadly my friend never got help. He very mentally ill not by his own hands.
I have offered to get him counseling and he feel so embarrassed about the whole thing that he refuses to get help. He is now in his later 20's and is always going to be a victim. He is a prisoner in his own body and mind. To scared to let someone in to help. The psych meds drug him up so badly all his life has managed to come to his a comatose like state of sleeping. I never see him smile. He has no hope left. And he is still a baby. He is to young for this kind of life. He has gotten off the meds 1 time before and felt empty. He really needs Jesus. And good people who care for him around him. I hope and pray soon something good happens to him.
I do not think Mental health dugs can take away the dark seed like abuse or neglect has caused. That has to be brough out and dealt with. Or things will never get better. I personally know this from mine and many other peoples personal exsperances. Councelling is the way to go. That and church. Some kind of spirtualness. And loveing family and frineds who can support you and love you. Not people who are judgemental or gossipers.

The story of what happend to my husband Victor. (THIS IS THE STORY I HAVE SENT TO NEWS CENTERS)
I have a story that the public needs to hear, Maybe with your help and the public this kind of stuff will be stopped. Thank you for your interest. We Need help as fast as possible my husband and others like him are at risk. They need your help they have no one to turn to.
My husband has Brain damage & is Mentally ill with schizophrenia. on Oct.5 2008 he became severely Mentally ill, (Psychotic)
I took my husband to Mercy E.R. for panciotic problems at that time I gave a nurse his bag of med's from Mental Health. Which was never returned.
We live in a predominately White County which is a Extremely Racist County in Northern California By the name of Shasta County My husband is Mexican . My Husband was so ill he needed help and was refused over and over again By the Redding police, Shasta County Sheriff & Shasta County Mental Health. The RPD knew very well he was extremely psychotic and The only way I had to get him help from what Shasta county mental health said, was to call the sheriff or Police to have him brought into the ER for a 72 hour hold, to get some meds back in him. I called from Oct.5th to Oct 19th. Daily trying to get him help I was refused every time. It got so back that 3 times the week of Oct 19th. My husband was arrested. And my husband was released after me begging the Jail not to release him to me but to the ER where he could be held on a 72 hour hold (a 5150) The Police have the authority to involuntarily committed a mentally ill person if they are are or feared to have a mental disorder that makes them a threat to themselves or others and / or gravely disabled. My husband was exactly that!
I told jail personnel that any peace officer or designated clinician could 5150 my husband to protect him from his self (not that he was a subside threat) But because he was totally off his rocker and was wandering into other peoples houses believing the houses were ours. They could have killed him or beaten him badly.
I took my husband into Shasta county mental health on Oct 10th. I finally could talk him into getting into the car and going to get some meds.My Mother my husband and I took him in. we got there and let them know what was happening that he was under the travel trailer at 3 am cutting spiders legs off and delivering them from demons. ( what he told me.) He was severely ill obviously. I was worried that was so out of character for my husband whom is very quite and passive loving father of 5.
we got him to the mental health that morning at 10 am. And a crisis intake nurse, came out to get my husband and seen my husband acting extremely strange. My husband was outside the clinic screaming and jumping off the water fountain in the front of the clinic. From what my mother said, The intake nurse was standing there watching my husband do that for at least 5 Min's. before she called him back. She seen he was extremely ill and that day took him back and release him after talking to him for 15 Min's. Before I even took him in I called and told that Mental health that I needed him on a 72 hour hold, even if he voluntary didn't sign his self in for a 72 hour hold. I told them what he had been doing that week. And they said they would commit him. Well they didn't do anything but give him an appointment for 2 weeks out from then. and they realised him.
The craziness continued daily and my calls to the Mental health, Shasta county sheriff and Redding police continued daily, numerous times daily.
The first time he got arrested was was the day I had a 2 sheriff's officers come and take him into the Shasta County mental health. (the only time we were more or less helped.) I called Shasta county mental health and told them that my husband was on his way. The sheriff's left my house at 11 am and "supposedly" took him into Shasta County mental health. And It got to 4pm. I had heard nothing. I called Shasta County Mental health (SCMH) and asked what was going on with my husband? I was told they could not tell me anything that the privacy act would not let them. I argued about it with the woman on the phone and said I needed to know where my husband was if he even made it over there or not? I was extremely worried. She said look I will explain it this way. If your husband could come in here and pull it together for 15 Min's, he may have just be able to walk out. I was very upset. I said I called this morning and told you guys that my husband was extremely ill and needed to be held. I was replied with a YES they would from was told him hold him on a 72 hour! she said well I can't help you there check the hospitals or jail. My jaw was on the floor! i was extremely irate at that point! So I hung up and called the jail first.
I found out my husband was in jail! I was so worried I asked why was he in there. They told me for BURGLERY! I was shocked & Upset. I told them my husband is not like that, my husband went in for a mental crisis and was suppose to be held at SCMH. They told me no he was booked for Burglary.
I was totally confused. I have been with this man for 8 years! and he is the most loving an sweet protective person I have ever known. How are they going to say something like that about my husband?!
I waited for court and found out that It was a Supposed burglary and my husband go out on O.R.
The bailiff told me I should just go home it could be hours before he was realised. I went and napped to get my strength for another long night. I woke up around 9pm and called the jail, My husband was gone. I got scared and jumped into the car with my mother and went looking for him. I drove to the jail on Highway 44 ( which is like a freeway) I found my husband walking on the freeway and in the construction area, but not behind the concrete barriers. but on the freeway!!! He could have been killed!!! We got him in the car and I ask how many hours have you been walking. he said to many. He was trying to find his way home. he was sweaty and exhausted. ( thanks to the Good Old Jail) They knew for to long he was sick and never did anything about it.But would allow someone that ill to wander alone in the streets.
Next day I asked my husband why did you go to jail.My husband told me he had been walking for many hours. and went home for a drink of water. Well I know it wasn't our home. he did not steal anything from the persons home, He just needed water.( that was the SUPPOSED BURGLERY)
I took my husband home once again! He was sicker then ever!
I continued to call the police and sheriff when he would get sick, asking to please have him taken in, But they always refused. I even yelled at SCMH a few times trying to get them to come over and get him or if they could call the police to have my husband committed. I got NO every time. I would have to call the police myself. That Obviously didn't work.
One night that same week, My husband thought that the new neighbors where having a huge party, my husband took a shower got all dressed up and took the door alarm peeled it off the door and started making all kinds of noise with it. and was walking in circles in the front yard. I asked what are you doing now? He said there's a party at the house up there I'm going. I said NO NO NO come on now its 10 pm and people are trying to sleep.Please come in and sleep? He took off and I could not keep hold of him. He went to the new neighbors house and and I guess got into his back yard And was sitting there making noise with that door chimer alarm. I could hear the chimer. it was dark but I managed to make it across to the neighbors house and to the back where I could hear the chimer, But not before the man of the house came out and was asking I don't know you , who are you?! what are you doing?! I heard the man say, Man just leave! don't you hear your lady calling you? I was screaming Babe come on come home! leave the people alone please? I sent my sons Friend up the hill and over the back fence to get my husband out of the back yard. He managed. My sons friend told the man of the house my husband was extremely mentally ill at that point and the cops nor the mental health would help us. we were doing all we could do to keep him home. I seen 3 people cars rushing to the scene. I ran up the hill and to the front of the house. Before I got there the police handcuffed my husband was on the ground in handcuffs. The man of the house was there, I apologized to the family, The man explained to me that my husband wanted a drink of water. And explained to the police and the family that we were having nothing but problems trying to get him help and he was refused mental help over and over again. That SCMH would not do their job nor would the sheriff or police dept. The police got a little upset with me , But they blamed SCMH for not doing their jobs. And Vice versa. I said wait a min. You guys have the authority to 5150 someone, Can you please help us? SCMH told us to call you guys and have you bring him into the ER for a crisis Evaluation 72 hour hold. He said well right now he is going to jail. I said why? He told me for Burglary. I said NO way! I was outside he was not in any one's house! The man of the house did not want to press charges. And the police officer proceeded to ask if my husband was on drugs or drinking. I said I bought him 3 24 oz. beers earlier to claim him down so he could sleep. He has chronic insomnia and not meds to sleep. I explained that my husband did not drink all three beers. He only had 1 24oz beer. the other 2 1 was in the house and the other My husband opened and left because he swear that someone poisoned it. he only had 1 drink of that one. He most definitely was not drunk. But the cops wanted to take him to jail instead of the ER.
Charged him with Public Intoxication.
I went back the next day to see if i could speak to the main Sargent of the jail. I told the jail personal that I was Victor Alvarado's wife and that I wanted to talk to the Sargent. they called back and told the Sargent I was there and she came out with my husband and told me that they noticed that he was not doing to well. I explained why and what we were trying to do. I then proceeded to ask her please don't realise my husband to me. He needs mental help badly. He was not drunk. People seem to think he is on drugs or drunk for some reason. He is psychotic!!! Please 5150 him. She said at this point I can not 5150 him because he is coherent at this point. as she was saying this my husband walked out the door passed my mother and down the street. as if he didn't know who she was. right in front of the Sargent. I had to tell my mom to go get him please before he gets ran over. So even this Sargent of the Jail knew he was not okay. and all she wanted to tell me is just to take care of him and don't let him take off no more. I couldn't believe it!!!!!
I loaded him up again in the car and tried to take him home all along he was telling me I need to go home my wife needs me. I was saying I am your wife!!! He was getting upset and want to go home to his wife.
We got him home yet again!!! And he was really totally incoherent. He didn't even know what time of the day it was night or day. He told me that we needed to put the kids in bed they had school tomorrow. it was 12 pm!
A day or so later, My husband was sitting in the garage and told me that I could not go inside the garage or his friends would leave. There was no one with him. I said babe there's no one in there. He said, YESSSSSSSSSS!!!!!!!!!!! ITS MY BROTHER AND HIS FRIENDS. I replied which brother babe? He replied his brother Jonathan, Whom passed away in 2004. I said oh okay. I just stayed outside sitting on a bench and he was carrying on a conversation with what ever it was. Then out of nowhere he started Crying like baby ( like a baby of about 6 months old.) It sounded strange. I jumped up and said what are you doing? He then started laughing hysterically and cackling, almost like a witch. i was totally scared for him at that point. i called out my mother and father so they could see what was going on. I wanted to call for help to the police, But I retrieved and thought , Even if I call they will deny him help again. I'M not going to do it that way it was already the 18th. I was trying to get him help since OCT 5th. I decided to call his mother and ask if she could help. She got on the phone and told him she would be flying up from San Diego. And would get on the plane as soon as she could get a fly out. Victor handed me back the phone and said there is a woman on the phone for you. I was thinking a woman? I said that's your mom. Victor looked at me with this confused look on his face. And walked away.
I bought a ticket out for my Mother-in-law the next day. She was coming to get Victor and take him back with her to see if they could get get Victor some help down there. Since Shasta county was UNABLE TO DO THIER JOB.
The Next day comes around and I told Victor today your mom is coming get ready so we can go pick her up. I was a little worried to take Victor in the car on a 6 hour trip. But I could not by any means leave him home. I went into the house and told our kids and parents to watch my husband, So I could get ready to go pick up my Mother-in-law at Sacramento Airport. All of a sudden my kids come flying into the house and tell me that dad was up at the lake on the walking trails going east. I ran outside and caught up with him and asked where are you going? We have to go pick up your mom. She said stop lying my mom is already here she is just playing she doesn't want to see me. I said no shes coming into the Sac airport in 2 hours! we are already late! Please just come home we will be leaving in 10 Min's. I walked him quite aways and decide he was not listening I would then call the Redding Police. I ran home and called Redding police Dispatch and told them my husband just left and is wandering & explained that he was extremely mentally ill and need help. But since they would never do their job, I was having my mother in law come and pick him up and take him back to San Diego. The dispatcher knew 100% that Victor was ill. And it is on the Dispatch tapes. I said if you see Victor wandering down the street to please call me. 10 Min's later received a call from Dispatch that they found Victor. I said oh good!!! Where is he? She said down on Hartnell Rd. I was thinking how did he get that far? he was only walking for 10- 20 Min's at the most! I had question marks running threw my mind. But I didn't have time to ask, The dispatch lady asked me what do you want us to do with your husband, I asked them to just bring him home. I was already late to pick up my mother in law. But my parents would watch him until I got back. I hung up and got another call from a lady sheriff officer whom was the first to take Victor out to mental health the day he was first arrested. She told me. DAWN, WHY DONT YOU JUST THROW HIM ( referring to my husband) BACK OVER THE BOARDER?
I was totally offended. I said he has papers and was not mentally ill until he moved here , he finally broke from all the racist harassment here in Redding. It is not his fault he is ill. I hung up and proceeded to the Airport. After I picked up my mother in law I went to a pay phone in Woodland Ca.and called my mother asked how Victor was doing? My mother told me they never brought Victor back. I jumped in the car and rushed home. Called the Jail. I figured that one of them must have taken him in yet again! I then find out he was charged with:

I almost fell over! I could not belive the charges! They are full of it!
Victor is with me 24 hours a day 7 days a week. He never leaves my side and if he dose either my mother ,my son or I are with him! Where would he buy drugs from? We don't know anyone here. The only time he was out of my sight was when he was either in police custody or wandering because the police let him out of jail. that's it! And I told her that That Burglary was probably another time he went in looking for a drink of water thinking he it was our house. I said Victor cant drive! Every time I have tried to teach him he crashes a few feet from our house! I told the woman that I bet these are a bunch of false charges. ( And Now I'm sure of it!)
Victor has now been in jail since Oct 19th this last time. Today is Dec.13th 2008. He should have never had to be put threw all this not being able to get mental health. Unfortunately He is not the only one up here that is sitting in jail or whom has been arrested. It has been even worse because of his skin color. There are horror stories just ask around! The cops here beat people who get arrested. They are man handled. Called Racist things if they are minority's.
since he has been in jail he was given meds for his mental condition. But he didn't get totally better till the end of last month Nov 2008. He was under the belief that His mother was at the jail cooking for him.
There was a mysterious golf ball sized lump behind my husbands ear and still has sagging from the huge golf ball sized lump behind his left ear.the It took about a month in a half for it to go away more or less. He has tremendous excruciating headaches from it and its totally unbearable. And has asked many times to be taken to the hospital to have a Kat scan done, and was told the county doesn't have money to take everyone to the hospital. They decide to drain the lump about 3 different times. it was full of water, puss & blood. He has never been able to get a Kat scan. I want the truth did my husband get beat by officers? . He said to me in visiting that he was under the impression that the police were going to kill him. when he first got into the jail. I asked why and he is scared to tell me over the recorded visits. He is afraid for his life still and is scared to speak out, because he is in the jail. hes afraid they will give him more false charges. Or possibly kill him. No one should be scared for their lives of a police offers abuse or misconduct.
My husband had to go threw court psychotic at least 4 times. Maybe more. He was asked if he wanted a plea bargain.I was there, But my husband was still not thinking right when they were asking him all sorts of questions in the court room. He was still out in left field. They even had him sign papers that he did not understand. The first 2 court room visits he had no court translator. So how did he know what he was signing? how did he know what was going on in the court? He didn't. He said he was forced into Jury trail. And that also violated his rights ( personally thought if we could go to jury trail it would be better. I thought at least we could bring the truth into court and witnesses plus evidence. BUT IT DID NOT HAPPEN THAT WAY). My husband had a jury trail was found guilty of everything. BECAUSE THE TRUTH WAS NOT BROUGHT OUT. Not one time was the truth told. My husband was not allowed to stand up and speck in his own defence. He was not allowed to have witnesses. None of our evidence was allowed, and the judge threw out my husbands mental health records. the jury not one time was allowed to know my husband has mental problems.
The D.A. stood up there and made my husband out to be some drug crazed criminal, And the judge allowed a lying police officer up on the witness stand. Mr. Boon ( that is not his real name, that's just the name his fellow officers call him.) But this man sat up there and said he knew my husband from his tattoo.
How could he know my husband from his tattoo? Officer Boon was acting as if he knew my husband!
BOON LIED!!! One of us is always with my husband and we can prove that is a lie. My husband has never been in trouble in this county ever! Only in that week. And Not one time was officer Boon there, only that last time he got arrested if at all. I still don't understand how a jury could not see the set up in court. They didn't even have toxicology or blood tests to prove he was on drugs and the Alcohol test came back 0.00!
I and my family are totally paranoid of the police now, We feel as if they are out to get us. I can no longer drive around and especially after sun down,Out of fear the police will single me out and make up some ridiculous charge just to put me in jail. Our whole family Victor included are beyond traumatized. Now we truly understand why so many people hate the police. You truly don't understand why until you have been threw something like this yourself. it could be anyone,Rich, High Class anyone! What ever happened to protect and serve? I have never seen it. Police officers jobs are not just to roam the streets looking for someone to throw in jail. but to also provide a service to those whom need help.
If anyone is so worried about Tax Payer Dollars, They would really look into situations such as this one. There are so many innocent and people that have been threw the same thing Victor (Diminished Responsibility & sever mental disorder at the time could have been proven. The Public Defenders most times do not do their jobs and many times work with the D.A.. Sadly many people go to prison, While the tax payers pick up the tab for them and the welfare system to have to support the children of these people in jail or prison. In our case it is six people who will receive tax payer money, Victor whom is in jail ans our five children who will have to receive welfare. we can even make our house payments. so very soon we will be homeless, all because the police could not do their jobs.
to give Victor 6 years in prison is totally ridiculous! And he was treated with an extra year if he goes to retrial. He has already done three months in a maximum security jail ( that is worse then a prison) on top of being in solitary confinement for the biggest share of the 3 months. Six year is a death sentence for someone whom has the physical and mental problems Victor has.
Like I said the Jury never got the truth about what happened and They made a extremely uninformed decision on my husband. Sad part is the D.A. knew my husband was psychotic that day. And drove the jury's minds are to he was this horrible person. Deformation of character? I believe so. Victors Public defender Knew the whole truth about what happened to victor and she did not do anything in the court just let the D.A. stand the whole time and made my husband look bad. She absolutely not one time did her job.
I tried to help her get her defence ready for my husband by rounding up all the witnesses, And even called and told her to get my Redding Police dept dispatch records. That would have proved a lot right there. But did she? NO she did not want my husband to even have a fighting chance in court.
I wish we could have afforded to get a privet pay lawyer he would have not failed my husband. The truth would have been known. We could have had a fair trail. This trial was a set up from the word go.
The jury consisted of all white except 1 Afro American and 1 Asian. That's totally not fair and the judge knew this. They did this so they can get my husband out of their county. they are trying to keep this city all white and have been for quite awhile now. On Airport road there is a sign that reads: No Room for Racism. That tells me there is definitely to much up here.
My husband wanted probation, And was never offered anything but prison time. He has never in his life been in jail before. He is scared and I hold the Courts, Shasta County Mental Health, Redding Police and sheriff responsible for knowing my husband was ill and denying help to him.
I would have understood the charges and the Harsh punishment if he was a criminal. But he is a really good man and loving father. Many people love him. He should have been treated with some kind of respect and dignity taking someones freedom is to punish them. But what are they trying to teach him?
That he is wrong for being mentally ill? Why aren't the Officers that refused to do their jobs been punished? They had plenty of people telling them he needed help. And the officers had plenty of time to help him. They Did NOTHING but put him in jail with questionable charges then lie about him.
He was mentally incapable of making a decision, He was mentally that of a 2 year old child or a Mentally challenged (retarded) person. He was 100% incapacitated & Incoherent. Victor was charged with kicking a police officer also, He is not a violent man, the only reason he would kick someone is if they were hurting him. ask anyone who knows him. Victor has never been with out his medicines or acted like this until this two weeks. Victor needs Justice. please help us to get the word out? I will continue to be the squeaky wheel until the truth is out. The court systems need a tune up. There are plenty of innocent or people such as my husband sitting in jail and in prisons. They need help not to be punished for being ill. we can not teach a lesson to someone who didn't realize what they were doing, and psychotic episodes need to be taught to all officers of America. so they can make the right decisions, and all courts of California should most definitely be investigated racism,jails and prisons for police brutality and misconduct & (entrapment. as in my husbands situation.)( Psychotics are not like the movies would have you believe.) psychotic is a lot different. BOTTOM LINE IS POLICE FAILED TO DO THIER JOB, Getting my husband help. ( Misconduct), AND ENTRAPED (Entrapment) MY HUSBAND OVER AND OVER AGAIN. By letting him out of Jail knowing full well he would be back.
I would also Like to add that I met a man outside the jail whom had just been realized, He had blood on his head and his arm was really messed up, The man who is Gay has a mental illness and was man handled and arrested by Redding P.D., Only because he has having a mental crisis and went to Mercy medical hospital to be seen and get some medication, While in the hospital a doctor tripped over the I.V. that was in the mans arm and the I.V. came out and blood squirted. And the doctor went barzerk and called Redding P.D. they came and did what they did and booked him on terrorist threat because the mans blood got on a doctor, even though it was a doctors fault for not securing the I.V.tube.
This man has almost completed nursing school. He is now worried that , this charge will prevent him from getting his certificate.
this county absolutely hates anyone or anything different. they are very prejudice against anyone with a different skin color anyone with a mental disorder and anyone who is Gay. I have the mans cell phone number and he could tell you what he has been threw as well.

My husband has Brain damage & is Mentally ill with schizophrenia. on Oct.5 2008 he became severely Mentally ill, (Psychotic)
I took my husband to Mercy E.R. for panciotic problems at that time I gave a nurse his bag of med's from Mental Health. Which was never returned.
We live in a predominately White County which is a Extremely Racist County in Northern California By the name of Shasta County My husband is Mexican . My Husband was so ill he needed help and was refused over and over again By the Redding police, Shasta County Sheriff & Shasta County Mental Health. The RPD knew very well he was extremely psychotic and The only way I had to get him help from what Shasta county mental health said, was to call the sheriff or Police to have him brought into the ER for a 72 hour hold, to get some meds back in him. I called from Oct.5th to Oct 19th. Daily trying to get him help I was refused every time. It got so back that 3 times the week of Oct 19th. My husband was arrested. And my husband was released after me begging the Jail not to release him to me but to the ER where he could be held on a 72 hour hold (a 5150) The Police have the authority to involuntarily committed a mentally ill person if they are are or feared to have a mental disorder that makes them a threat to themselves or others and / or gravely disabled. My husband was exactly that!
I told jail personnel that any peace officer or designated clinician could 5150 my husband to protect him from his self (not that he was a subside threat) But because he was totally off his rocker and was wandering into other peoples houses believing the houses were ours. They could have killed him or beaten him badly.
I took my husband into Shasta county mental health on Oct 10th. I finally could talk him into getting into the car and going to get some meds.My Mother my husband and I took him in. we got there and let them know what was happening that he was under the travel trailer at 3 am cutting spiders legs off and delivering them from demons. ( what he told me.) He was severely ill obviously. I was worried that was so out of character for my husband whom is very quite and passive loving father of 5.
we got him to the mental health that morning at 10 am. And a crisis intake nurse, came out to get my husband and seen my husband acting extremely strange. My husband was outside the clinic screaming and jumping off the water fountain in the front of the clinic. From what my mother said, The intake nurse was standing there watching my husband do that for at least 5 Min's. before she called him back. She seen he was extremely ill and that day took him back and release him after talking to him for 15 Min's. Before I even took him in I called and told that Mental health that I needed him on a 72 hour hold, even if he voluntary didn't sign his self in for a 72 hour hold. I told them what he had been doing that week. And they said they would commit him. Well they didn't do anything but give him an appointment for 2 weeks out from then. and they realised him.
The craziness continued daily and my calls to the Mental health, Shasta county sheriff and Redding police continued daily, numerous times daily.
The first time he got arrested was was the day I had a 2 sheriff's officers come and take him into the Shasta County mental health. (the only time we were more or less helped.) I called Shasta county mental health and told them that my husband was on his way. The sheriff's left my house at 11 am and "supposedly" took him into Shasta County mental health. And It got to 4pm. I had heard nothing. I called Shasta County Mental health (SCMH) and asked what was going on with my husband? I was told they could not tell me anything that the privacy act would not let them. I argued about it with the woman on the phone and said I needed to know where my husband was if he even made it over there or not? I was extremely worried. She said look I will explain it this way. If your husband could come in here and pull it together for 15 Min's, he may have just be able to walk out. I was very upset. I said I called this morning and told you guys that my husband was extremely ill and needed to be held. I was replied with a YES they would from was told him hold him on a 72 hour! she said well I can't help you there check the hospitals or jail. My jaw was on the floor! i was extremely irate at that point! So I hung up and called the jail first.
I found out my husband was in jail! I was so worried I asked why was he in there. They told me for BURGLERY! I was shocked & Upset. I told them my husband is not like that, my husband went in for a mental crisis and was suppose to be held at SCMH. They told me no he was booked for Burglary.
I was totally confused. I have been with this man for 8 years! and he is the most loving an sweet protective person I have ever known. How are they going to say something like that about my husband?!
I waited for court and found out that It was a Supposed burglary and my husband go out on O.R.
The bailiff told me I should just go home it could be hours before he was realised. I went and napped to get my strength for another long night. I woke up around 9pm and called the jail, My husband was gone. I got scared and jumped into the car with my mother and went looking for him. I drove to the jail on Highway 44 ( which is like a freeway) I found my husband walking on the freeway and in the construction area, but not behind the concrete barriers. but on the freeway!!! He could have been killed!!! We got him in the car and I ask how many hours have you been walking. he said to many. He was trying to find his way home. he was sweaty and exhausted. ( thanks to the Good Old Jail) They knew for to long he was sick and never did anything about it.But would allow someone that ill to wander alone in the streets.
Next day I asked my husband why did you go to jail.My husband told me he had been walking for many hours. and went home for a drink of water. Well I know it wasn't our home. he did not steal anything from the persons home, He just needed water.( that was the SUPPOSED BURGLERY)
I took my husband home once again! He was sicker then ever!
I continued to call the police and sheriff when he would get sick, asking to please have him taken in, But they always refused. I even yelled at SCMH a few times trying to get them to come over and get him or if they could call the police to have my husband committed. I got NO every time. I would have to call the police myself. That Obviously didn't work.
One night that same week, My husband thought that the new neighbors where having a huge party, my husband took a shower got all dressed up and took the door alarm peeled it off the door and started making all kinds of noise with it. and was walking in circles in the front yard. I asked what are you doing now? He said there's a party at the house up there I'm going. I said NO NO NO come on now its 10 pm and people are trying to sleep.Please come in and sleep? He took off and I could not keep hold of him. He went to the new neighbors house and and I guess got into his back yard And was sitting there making noise with that door chimer alarm. I could hear the chimer. it was dark but I managed to make it across to the neighbors house and to the back where I could hear the chimer, But not before the man of the house came out and was asking I don't know you , who are you?! what are you doing?! I heard the man say, Man just leave! don't you hear your lady calling you? I was screaming Babe come on come home! leave the people alone please? I sent my sons Friend up the hill and over the back fence to get my husband out of the back yard. He managed. My sons friend told the man of the house my husband was extremely mentally ill at that point and the cops nor the mental health would help us. we were doing all we could do to keep him home. I seen 3 people cars rushing to the scene. I ran up the hill and to the front of the house. Before I got there the police handcuffed my husband was on the ground in handcuffs. The man of the house was there, I apologized to the family, The man explained to me that my husband wanted a drink of water. And explained to the police and the family that we were having nothing but problems trying to get him help and he was refused mental help over and over again. That SCMH would not do their job nor would the sheriff or police dept. The police got a little upset with me , But they blamed SCMH for not doing their jobs. And Vice versa. I said wait a min. You guys have the authority to 5150 someone, Can you please help us? SCMH told us to call you guys and have you bring him into the ER for a crisis Evaluation 72 hour hold. He said well right now he is going to jail. I said why? He told me for Burglary. I said NO way! I was outside he was not in any one's house! The man of the house did not want to press charges. And the police officer proceeded to ask if my husband was on drugs or drinking. I said I bought him 3 24 oz. beers earlier to claim him down so he could sleep. He has chronic insomnia and not meds to sleep. I explained that my husband did not drink all three beers. He only had 1 24oz beer. the other 2 1 was in the house and the other My husband opened and left because he swear that someone poisoned it. he only had 1 drink of that one. He most definitely was not drunk. But the cops wanted to take him to jail instead of the ER.
Charged him with Public Intoxication.
I went back the next day to see if i could speak to the main Sargent of the jail. I told the jail personal that I was Victor Alvarado's wife and that I wanted to talk to the Sargent. they called back and told the Sargent I was there and she came out with my husband and told me that they noticed that he was not doing to well. I explained why and what we were trying to do. I then proceeded to ask her please don't realise my husband to me. He needs mental help badly. He was not drunk. People seem to think he is on drugs or drunk for some reason. He is psychotic!!! Please 5150 him. She said at this point I can not 5150 him because he is coherent at this point. as she was saying this my husband walked out the door passed my mother and down the street. as if he didn't know who she was. right in front of the Sargent. I had to tell my mom to go get him please before he gets ran over. So even this Sargent of the Jail knew he was not okay. and all she wanted to tell me is just to take care of him and don't let him take off no more. I couldn't believe it!!!!!
I loaded him up again in the car and tried to take him home all along he was telling me I need to go home my wife needs me. I was saying I am your wife!!! He was getting upset and want to go home to his wife.
We got him home yet again!!! And he was really totally incoherent. He didn't even know what time of the day it was night or day. He told me that we needed to put the kids in bed they had school tomorrow. it was 12 pm!
A day or so later, My husband was sitting in the garage and told me that I could not go inside the garage or his friends would leave. There was no one with him. I said babe there's no one in there. He said, YESSSSSSSSSS!!!!!!!!!!! ITS MY BROTHER AND HIS FRIENDS. I replied which brother babe? He replied his brother Jonathan, Whom passed away in 2004. I said oh okay. I just stayed outside sitting on a bench and he was carrying on a conversation with what ever it was. Then out of nowhere he started Crying like baby ( like a baby of about 6 months old.) It sounded strange. I jumped up and said what are you doing? He then started laughing hysterically and cackling, almost like a witch. i was totally scared for him at that point. i called out my mother and father so they could see what was going on. I wanted to call for help to the police, But I retrieved and thought , Even if I call they will deny him help again. I'M not going to do it that way it was already the 18th. I was trying to get him help since OCT 5th. I decided to call his mother and ask if she could help. She got on the phone and told him she would be flying up from San Diego. And would get on the plane as soon as she could get a fly out. Victor handed me back the phone and said there is a woman on the phone for you. I was thinking a woman? I said that's your mom. Victor looked at me with this confused look on his face. And walked away.
I bought a ticket out for my Mother-in-law the next day. She was coming to get Victor and take him back with her to see if they could get get Victor some help down there. Since Shasta county was UNABLE TO DO THIER JOB.
The Next day comes around and I told Victor today your mom is coming get ready so we can go pick her up. I was a little worried to take Victor in the car on a 6 hour trip. But I could not by any means leave him home. I went into the house and told our kids and parents to watch my husband, So I could get ready to go pick up my Mother-in-law at Sacramento Airport. All of a sudden my kids come flying into the house and tell me that dad was up at the lake on the walking trails going east. I ran outside and caught up with him and asked where are you going? We have to go pick up your mom. She said stop lying my mom is already here she is just playing she doesn't want to see me. I said no shes coming into the Sac airport in 2 hours! we are already late! Please just come home we will be leaving in 10 Min's. I walked him quite aways and decide he was not listening I would then call the Redding Police. I ran home and called Redding police Dispatch and told them my husband just left and is wandering & explained that he was extremely mentally ill and need help. But since they would never do their job, I was having my mother in law come and pick him up and take him back to San Diego. The dispatcher knew 100% that Victor was ill. And it is on the Dispatch tapes. I said if you see Victor wandering down the street to please call me. 10 Min's later received a call from Dispatch that they found Victor. I said oh good!!! Where is he? She said down on Hartnell Rd. I was thinking how did he get that far? he was only walking for 10- 20 Min's at the most! I had question marks running threw my mind. But I didn't have time to ask, The dispatch lady asked me what do you want us to do with your husband, I asked them to just bring him home. I was already late to pick up my mother in law. But my parents would watch him until I got back. I hung up and got another call from a lady sheriff officer whom was the first to take Victor out to mental health the day he was first arrested. She told me. DAWN, WHY DONT YOU JUST THROW HIM ( referring to my husband) BACK OVER THE BOARDER?
I was totally offended. I said he has papers and was not mentally ill until he moved here , he finally broke from all the racist harassment here in Redding. It is not his fault he is ill. I hung up and proceeded to the Airport. After I picked up my mother in law I went to a pay phone in Woodland Ca.and called my mother asked how Victor was doing? My mother told me they never brought Victor back. I jumped in the car and rushed home. Called the Jail. I figured that one of them must have taken him in yet again! I then find out he was charged with:

Victor is with me 24 hours a day 7 days a week. He never leaves my side and if he dose either my mother ,my son or I are with him! Where would he buy drugs from? We don't know anyone here. The only time he was out of my sight was when he was either in police custody or wandering because the police let him out of jail. that's it! And I told her that That Burglary was probably another time he went in looking for a drink of water thinking he it was our house. I said Victor cant drive! Every time I have tried to teach him he crashes a few feet from our house! I told the woman that I bet these are a bunch of false charges. ( And Now I'm sure of it!)
Victor has now been in jail since Oct 19th this last time. Today is Dec.13th 2008. He should have never had to be put threw all this not being able to get mental health. Unfortunately He is not the only one up here that is sitting in jail or whom has been arrested. It has been even worse because of his skin color. There are horror stories just ask around! The cops here beat people who get arrested. They are man handled. Called Racist things if they are minority's.
since he has been in jail he was given meds for his mental condition. But he didn't get totally better till the end of last month Nov 2008. He was under the belief that His mother was at the jail cooking for him.
There was a mysterious golf ball sized lump behind my husbands ear and still has sagging from the huge golf ball sized lump behind his left ear.the It took about a month in a half for it to go away more or less. He has tremendous excruciating headaches from it and its totally unbearable. And has asked many times to be taken to the hospital to have a Kat scan done, and was told the county doesn't have money to take everyone to the hospital. They decide to drain the lump about 3 different times. it was full of water, puss & blood. He has never been able to get a Kat scan. I want the truth did my husband get beat by officers? . He said to me in visiting that he was under the impression that the police were going to kill him. when he first got into the jail. I asked why and he is scared to tell me over the recorded visits. He is afraid for his life still and is scared to speak out, because he is in the jail. hes afraid they will give him more false charges. Or possibly kill him. No one should be scared for their lives of a police offers abuse or misconduct.
My husband had to go threw court psychotic at least 4 times. Maybe more. He was asked if he wanted a plea bargain.I was there, But my husband was still not thinking right when they were asking him all sorts of questions in the court room. He was still out in left field. They even had him sign papers that he did not understand. The first 2 court room visits he had no court translator. So how did he know what he was signing? how did he know what was going on in the court? He didn't. He said he was forced into Jury trail. And that also violated his rights ( personally thought if we could go to jury trail it would be better. I thought at least we could bring the truth into court and witnesses plus evidence. BUT IT DID NOT HAPPEN THAT WAY). My husband had a jury trail was found guilty of everything. BECAUSE THE TRUTH WAS NOT BROUGHT OUT. Not one time was the truth told. My husband was not allowed to stand up and speck in his own defence. He was not allowed to have witnesses. None of our evidence was allowed, and the judge threw out my husbands mental health records. the jury not one time was allowed to know my husband has mental problems.
The D.A. stood up there and made my husband out to be some drug crazed criminal, And the judge allowed a lying police officer up on the witness stand. Mr. Boon ( that is not his real name, that's just the name his fellow officers call him.) But this man sat up there and said he knew my husband from his tattoo.
How could he know my husband from his tattoo? Officer Boon was acting as if he knew my husband!
BOON LIED!!! One of us is always with my husband and we can prove that is a lie. My husband has never been in trouble in this county ever! Only in that week. And Not one time was officer Boon there, only that last time he got arrested if at all. I still don't understand how a jury could not see the set up in court. They didn't even have toxicology or blood tests to prove he was on drugs and the Alcohol test came back 0.00!
I and my family are totally paranoid of the police now, We feel as if they are out to get us. I can no longer drive around and especially after sun down,Out of fear the police will single me out and make up some ridiculous charge just to put me in jail. Our whole family Victor included are beyond traumatized. Now we truly understand why so many people hate the police. You truly don't understand why until you have been threw something like this yourself. it could be anyone,Rich, High Class anyone! What ever happened to protect and serve? I have never seen it. Police officers jobs are not just to roam the streets looking for someone to throw in jail. but to also provide a service to those whom need help.
If anyone is so worried about Tax Payer Dollars, They would really look into situations such as this one. There are so many innocent and people that have been threw the same thing Victor (Diminished Responsibility & sever mental disorder at the time could have been proven. The Public Defenders most times do not do their jobs and many times work with the D.A.. Sadly many people go to prison, While the tax payers pick up the tab for them and the welfare system to have to support the children of these people in jail or prison. In our case it is six people who will receive tax payer money, Victor whom is in jail ans our five children who will have to receive welfare. we can even make our house payments. so very soon we will be homeless, all because the police could not do their jobs.
to give Victor 6 years in prison is totally ridiculous! And he was treated with an extra year if he goes to retrial. He has already done three months in a maximum security jail ( that is worse then a prison) on top of being in solitary confinement for the biggest share of the 3 months. Six year is a death sentence for someone whom has the physical and mental problems Victor has.
Like I said the Jury never got the truth about what happened and They made a extremely uninformed decision on my husband. Sad part is the D.A. knew my husband was psychotic that day. And drove the jury's minds are to he was this horrible person. Deformation of character? I believe so. Victors Public defender Knew the whole truth about what happened to victor and she did not do anything in the court just let the D.A. stand the whole time and made my husband look bad. She absolutely not one time did her job.
I tried to help her get her defence ready for my husband by rounding up all the witnesses, And even called and told her to get my Redding Police dept dispatch records. That would have proved a lot right there. But did she? NO she did not want my husband to even have a fighting chance in court.
I wish we could have afforded to get a privet pay lawyer he would have not failed my husband. The truth would have been known. We could have had a fair trail. This trial was a set up from the word go.
The jury consisted of all white except 1 Afro American and 1 Asian. That's totally not fair and the judge knew this. They did this so they can get my husband out of their county. they are trying to keep this city all white and have been for quite awhile now. On Airport road there is a sign that reads: No Room for Racism. That tells me there is definitely to much up here.
My husband wanted probation, And was never offered anything but prison time. He has never in his life been in jail before. He is scared and I hold the Courts, Shasta County Mental Health, Redding Police and sheriff responsible for knowing my husband was ill and denying help to him.
I would have understood the charges and the Harsh punishment if he was a criminal. But he is a really good man and loving father. Many people love him. He should have been treated with some kind of respect and dignity taking someones freedom is to punish them. But what are they trying to teach him?
That he is wrong for being mentally ill? Why aren't the Officers that refused to do their jobs been punished? They had plenty of people telling them he needed help. And the officers had plenty of time to help him. They Did NOTHING but put him in jail with questionable charges then lie about him.
He was mentally incapable of making a decision, He was mentally that of a 2 year old child or a Mentally challenged (retarded) person. He was 100% incapacitated & Incoherent. Victor was charged with kicking a police officer also, He is not a violent man, the only reason he would kick someone is if they were hurting him. ask anyone who knows him. Victor has never been with out his medicines or acted like this until this two weeks. Victor needs Justice. please help us to get the word out? I will continue to be the squeaky wheel until the truth is out. The court systems need a tune up. There are plenty of innocent or people such as my husband sitting in jail and in prisons. They need help not to be punished for being ill. we can not teach a lesson to someone who didn't realize what they were doing, and psychotic episodes need to be taught to all officers of America. so they can make the right decisions, and all courts of California should most definitely be investigated racism,jails and prisons for police brutality and misconduct & (entrapment. as in my husbands situation.)( Psychotics are not like the movies would have you believe.) psychotic is a lot different. STAY AWAY FROM SHASTA COUNTY!
I just found out Shasta county is is owned by a family. I found out by more then 1 person how has lived here since they were children. older people. Just recently Shasta county whom owns their own electric company decide to have people arrested and kicked out of their homes if they cant pay their electric bill. And take the Deeds to the family's home. Is that corrupt or what? It seams that state cant even step in and do anything to stop the corruption. The police are aloud to do what ever they want even if its 100% wrong. Set ups , Falsifying evidence, false charges, entrapment, rascal profiling, abuse, misconduct, you name it. they get away with it. Shasta county sucks. I don't know anyone in their right mind who would want to live like this.Just recently there was a police officers son whom was around 1-5 years old. and he got into where his dad kept the loaded gun. and managed to shot and kill his brother or himself. cant remember how the story went. But the officer should have been at least charged with reckless gun safety and child endangerment & maybe even possibly manslaughter. But he got 100% immunity of everything. Now take a average person and their child did the same thing. Instantly the D.A. would have them arrested and charged with everything under the sun, Child protection would be right there taking the other kids away. But if its a cops its instant immunity. NICE. that cops was trained in gun safety, so he out of all people should have had some kind of punishment.
I loathe this place with every ounce of my being. If you have ever thought about coming here for a visit or vacation, please think twice! once you step foot in this place you may never leave. And not because you don't want to. Stay away from here I'm warning you. This is not all that happens here. This is a dirty dirty place.

I am so frustrated with the system, They are worse then Criminals alot of the time from what I have seen.
It makes me physically ill to believe that there are really bad abuses going on in the jails and no one can stop them, Tonight Victor called me and told me that he was in Church in the jail and he just passed out, This is the second time that has happened to him, and this all has started after he was hit in the head with a police knight stick. They have hurt him and do not want to help him over and over again. I guess they find it amusing to beat and torcher those who have different colors of skin or whom are mentally disabled. And they never have to own up to nothing they do (its called immunity) And the abuse of it daily by cops is wrong. I have been calling the Shasta County Jail to the Nurse and begging them to get Victor to a hospital sense this first happened to Victor, They always have this lame excuse as to why they will not get him help. this is the excuse:(we do not have the funds to take him to a hospital.) well what if he dies in the jail because of the medical neglect? what if he has a brain aneurysm?! SOME ONE HAS TO HELP VICTOR AND OTHERS WHO ARE GOING THREW THIS ABUSE. PLEASE SOME ONE HEAR HIS SCREAMS FOR HELP. GOD PLZ HELP HIM.

I just found out that the abuse on the Mexican male was my husband Victor!
I was looking around on the web a few months ago for Police Misconduct in Redding Cal. And found an article read for yourself.

Well My husband has been to scared to tell me what really happened to him. And finally the pressure got to him , he told me of the cops standing around him pepper spraying him for a really long time. He told me he thought the cops were going to kill him. And on top of that they beat him. And called him a wetback over and over again. so to all those people who said prove it. I now can. And this will go to Federal court. I will not let abunch of racist bully cops treat my family that way much less anyone else. I want these guys held to the highest degree of punishment for what they did. They knew 100% that Victor was ill and now are trying to say my husband supposedly hit a cop. ( I GOT WITNESSES THAT IS A LIE!!!) And they just threw that charge on there for good measure. Victor is scared of cops why would he hit a cop unless they were hurting him. so they took the truth and turned it around, and said the Victor hit them so they have reason to put on that *FALSE CHARGE OF POLICE BRUTALITY* I have 100% of the prove there isn't no stopping me now. I'm going to the top with the evidence! This will be the biggest lawsuit in all of Shasta County history. I bet my life on it.

The local ER's need to stop serving as a Mental health Crisis Unit after hours! Mental Health and ER's Don't mix!
So much evidence and stories have shown me that Mental health patients get harassed by ER doctors and staff. The tax payers need to vote about getting the Mental health centers back to being open 24/7, Since Mental Health has taken tax cuts, There has been a rise on mental health patients having false charges put on them & being put in jail and / or prison , As well as them being harassed and beaten by law enforcement. Many times the ER dose not want to deal with someone mentally ill. So they decide it would be just easier to have them thrown in jail.
Society period would rather just get rid of anyone who is mentally ill for good , Lock them up and Their away the key.
My husband has only been ill for 2 years. And what caused us to have to go to mental health to began with was him not being able to sleep for almost a week (insomnia). Nothing else was wrong with him. But after taking the pills given for insomnia he started telling me he was hearing things. We went back. Yet more pills were subscribed, each time a little more and a little more, To the point he was taking 7 different medications! Ridiculous! I always wondered why so many meds? Well because he was depressed and couldn't sleep because of our living arrangements living next door to a per fest (WHITE SUPREMACIST). He had all he could take after 7 years of dealing with the guy. And supposedly the Phychs said Victor needed the meds. To deal with life period. The pills worked for a while so I thought it was the light at the end of the tunnel, I WAS DEAD WRONG! The pills made Victor more ill then he would have been with out them. But now he has top take pills for the rest of his life, Just so he can have a shot at even a half way normal life. AS WE LEARNED FROM HIS PSYCHOTIC EPISODE THAT LANDED HIM IN JAIL. But here in Shasta County GOD FORBID ANYONE GET DEPRESSED OR STRESSED OUT!!! Because no one cares about you. They will throw you in the pile along with the rest of the unwanted. If you should ever run out of meds loose them or they are stolen you WILL go Phychotic and YOU WILL GO TO JAIL. I know this from personal experience!
Someone needs to get the attention of the state of California law makers and help get mental health open again 24/7.
